Staff Handbook
II. MEDICAL SCHOOL POLICIES AND PROCEDURES
Staff Salary Structure
Each department, in conjunction with the Dean's Office, is responsible
for developing staff salary programs, including determining salary adjustments
within the published guidelines for University of Michigan departments.
Please see your department administrator for information about your department's
salary program.
Performance Planning and Evaluation
Regular and structured review of staff members' accomplishments, future
goals and progress is an integral part of staff development. Performance
evaluations should take place at least annually and should be conducted
by your supervisor, lab director, or principal investigator. Aspects of
performance including completion of tasks, attendance, leadership abilities,
and contributions to the work team should be evaluated. The performance
evaluation summary should review accomplishments made during the year,
areas of improvement, and expectations for the coming year. Sample evaluation
forms that may be used by your department are available on the web at:
www.med.umich.edu/medschool/staff/handbook/perfeval.rtf
Time Away from Work
University policies on sick time, vacation time, holidays, and various
other types of leaves are covered in the University of Michigan Staff
Handbook and the Standard Practice Guide (SPG). Time away from work should
be coordinated with your supervisor, who can give you the department's
procedure for requesting time off.
While the Medical
School is supportive of flexible work schedules, work in a given area
may not be feasible with such an arrangement. Consult your supervisor
to see if it is possible in your department.
Release time for
interviewing has been supported at the University as a courtesy between
supervisors and as support for staff development. While supervisors are
encouraged to allow staff opportunities to interview during normal work
hours, release time for this purpose is not required.
Responsible Conduct of Research and Research Misconduct
The University has established guidelines for the responsible conduct
of research. These guidelines are intended to promote the highest scientific
and ethical standards. In the event that an allegation of Research Misconduct
is made, the Office of Research and Graduate Studies is responsible for
investigating the complaint. For details on the procedures and process
of a research misconduct investigation, or to obtain a copy of the guidelines,
please contact Nili Tannenbaum in the Office of Research and Graduate
Studies (ORGS) 3-4086.
Conflict of Interest
Work outside the University is not prohibited, but it must not detract
from the performance of the duties and responsibilities of the University
position, nor may it create a conflict of interest.
Honesty and professional
integrity are expected of all faculty and staff and it would be a serious
violation of this trust if the interests of the University were to be
disregarded in the course of performing professional duties. The use of
official position and influence to further personal gain or that of families
or associates is considered to be unacceptable behavior and in direct
opposition to University policy.
It is not expected
that every faculty or staff member would have a complete and current knowledge
of the laws and regulations which apply to conflict of interest. However,
every individual, particularly those with significant exposure to potential
conflict of interest situations, should develop a sensitivity to this
issue and seek guidance when appropriate. Advice is available from your
supervisor, department administrator, the Faculty and Staff Resources
Office, the Office of Research and Graduate Studies, as well as the Human
Resources Department.
Hosting and Travel Expenses
Hosting policy: The University recognizes hosting as an appropriate
expense of University funds. Such "hosting" activities are expected
to contribute to, or result from, legitimate University related business
and are subject to University limits and guidelines.
Travel policy:
Reimbursement may be allowed to faculty, staff, and others for reasonable
and necessary expenses subject to University limits and guidelines incurred
in connection with approved travel on behalf of the University.
See the Standard
Practice Guide for specific limits and guidelines (SPG 501.04-1, 501.04-2).
Information is also available from the Accounts Payable and Travel Office
764-6253 or via e-mail Travel.Office@umich.edu. Departments may have more
restrictive limits and guidelines. Please check with your department administrator
before expenses are incurred.
Reimbursement for Personal Long Distance Phone Calls
Departments have different procedures for personal long distance telephone
calls, so please contact your administrator for a copy of your unit policy.
If calls are permitted, you are expected to reimburse the University for
all calls charged to a University phone line.
