Specialized Service Facility Fee

Sponsored Projects Federal Funds - Regardless of indirect cost rate (8%, 53%, etc.)

• Animal Care/Per Diem (by ULAM) - Direct cost of care increased by the prevailing Specialized Service Facility Fee rate, currently 39.5%.  The entire amount is expressed as a direct cost and is excluded from the prevailing indirect cost calculation base for the project.

 
• Animal Purchase (through ULAM) -
  Cost of purchase is included in the indirect cost calculation base and is subject to the prevailing rate of the project.  ULAM may charge a 5% handling fee to the purchase price of animals.  This is included as a part of the cost of the purchase and not excluded from the indirect cost calculation.

Non-Federal Funds - Regardless of indirect cost rate (0%, 10%, 58%,etc.)

• Medical School Projects Animal Care/Per Diem AND Animal Purchase (through ULAM) - Direct cost of care AND purchase are increased by the prevailing Quality Assurance Fee, currently 45%.  The entire amount is expressed as a direct cost and is excluded from the prevailing indirect cost calculation base for the project.

 
• Non-Medical School ULAM Use - Subject to the Federal treatment of animals for Medical School Projects as stated above.
  
  

• Animal Care/Per Diem (by ULAM) in Medical School Space AND Animal Purchase (through ULAM) - Direct cost of care and purchase increased by the prevailing Quality Assurance Fee, currently 45%.

 
• Animal Purchase (through ULAM) outside Medical School Space AND Animal Purchase (through ULAM) - Direct Cost of care and purchase only, no QAF or indirect costs are assessed..

Definitions:


*Animal Care/ Per Diem Includes: All costs of care excluding the cost of purchasing the animals. This includes the daily per diem rate, animal treatment costs, and specialized services such as veterinary care, medical and surgical supplies, technical tests, and technical assistance.

**Animal Purchase Includes: Purchase price of the animal plus the cost of shipping. This total should then be increased by 5% to cover ULAM's processing fee.
