Medical School Policy for
Processing Sponsored Project Applications Dear Colleagues: Recently, Marvin Parnes, Associate Vice President for Research and Executive Director of Research Administration, The Office of the Vice President for Research, described a new policy regarding the submission of grant proposals to funding agencies. The Medical School supports DRDA’s new policy of proposal submission. As you might know, nearly 40% of the applications that are processed by DRDA originate from the Medical School. We therefore are committed to facilitating the handling and review of these proposals as effectively as possible. Our goal is to make sure that every opportunity is available for faculty to complete the scientific portion of their grant application. Similar to DRDA, we only have the need for the "administrative shell" of the proposal in our review process. The administrative shell includes the sponsor’s form pages, as well as any pages which require documentation of institutional commitments such as financial support, effort, or space on behalf of the principal investigator or co-investigator. Although DRDA has modified its timetable, we believe that we can accommodate this new schedule without changing our existing deadlines for processing proposals. Our policy was designed to allow us to provide the best service to our investigators. This policy, which is still in effect, is summarized below. We request all proposals to be submitted to Medical School Administration seven working days before the sponsor deadline. Our staff will work with you to address any compliance or resource issues that may arise. Meeting this request timetable should give us sufficient time to review and return your proposal to you with enough time for delivery to DRDA by their requested date. We hope that all faculty will strive to meet this deadline. We will continue to review all proposals received six working days or less before the sponsor’s deadline. These proposals will be processed in the order received and reviewed as quickly as possible based on staff availability. Proposals received toward the end of this time period will be less likely to meet the DRDA proposed timeline for "full service" to a proposal. We would encourage all principal investigators nearing the end of this timetable to consider requesting an extension from the sponsor. We would like to
reiterate that it is our goal to support the faculty and review and
process proposals as quickly and as effectively as humanly possible.
We therefore encourage all faculty to try and meet our timetable so
that we can guarantee support of your efforts. We
will continue to work with DRDA to explore ways to improve the support
of all of our academic programs. If you have any questions about this policy, please contact the Medical School Grants Office msgrants@umich.edu
